Process
Investigation
- Report - Submit violation to Internal Affairs with supporting evidence
- Investigation - Internal Affairs reviews all allegations
- Evaluation - Documentation, screenshots, and statements are assessed
- Decision - Final determination by Internal Affairs leadership and Upper Management
Classification
Partial Blacklist
Targets specific ranks. Applied when violations are isolated to a defined segment of a group and the wider membership is not implicated.
Full Blacklist
Bans all members. Applied when violations involve leadership, when multiple ranks are implicated, or when the violations reflect systemic issues within the group.
The threshold between Partial and Full Blacklist is determined by Internal Affairs leadership based on the scope of involvement, the role of leadership, and the likelihood of recurrence. Reasoning must be documented in the Evidence Document.
After a Decision
- Leadership of the affected group is notified immediately
- Access restrictions go live across all Alex Tech platforms
- Entry is added to the official Blacklist Registry (published as a separate document)
- A public Evidence Document is published outlining the reasoning and decision
Evidence Documents
Every blacklist action against a group is accompanied by a publicly accessible Evidence Document. This document is issued by Internal Affairs and serves as the official record of the decision.
Each Evidence Document contains:
- Summary - A brief description of the incident and affected parties
- Evidence - All supporting material considered during the investigation
- Reasoning - Internal Affairs' interpretation of the evidence
- Decision - The classification applied and its justification
Evidence Documents are immutable once published. Amendments require a separate addendum issued by Internal Affairs leadership.
Circumvention
A blacklist applies not only to the original group but also to attempts to bypass it. The following are treated as continuations of the original violation:
- Successor Groups - Newly formed groups that inherit leadership, branding, assets, or a substantial portion of the membership of a blacklisted group
- Rebrands - Renaming or restructuring a blacklisted group without genuine leadership change or corrective measures
- Alternate Accounts - Use of secondary Roblox or Discord accounts by members of a blacklisted group to access Alex Tech platforms
- Proxy Participation - Acting on behalf of, or under the direction of, a blacklisted group or its leadership
Confirmed circumvention extends the original blacklist to the new entity or account and may result in escalation from Partial to Full Blacklist.
Appeals
Groups may appeal within 30 days of notification if:
- New evidence is available that wasn't considered initially
- Significant leadership changes have occurred
- Corrective measures have been documented and implemented
How to appeal
- Submit a written appeal with supporting documentation to Internal Affairs
- A 14-day review is conducted by the Appeals team
- A written decision with full justification is issued
- Approved appeals take effect immediately
Periodic Review
Full Blacklists are reviewed by Internal Affairs 12 months after publication, and every 12 months thereafter. A review does not automatically lift a blacklist - it confirms that the decision remains justified given the current circumstances.
Each review results in one of the following:
- Upheld - The blacklist remains in force unchanged
- Reclassified - The blacklist is downgraded from Full to Partial, or otherwise adjusted
- Lifted - The blacklist is removed, with reasoning published as an addendum to the Evidence Document
Reviews are recorded in the Blacklist Registry.
Transparency
All blacklist actions and their Evidence Documents are maintained in a public registry accessible to the Alex Tech community. The registry is published as a separate document and updated independently of this Act.
Final Provisions
Effective Date - Immediately upon publication.
Amendments - May only be made by Internal Affairs leadership and Upper Management, with proper documentation and community notification.
Authorized by the Director of Internal Affairs - Febreeze
